Jeff has worked in risk management for 28 years and has spent over 25 years serving public agencies. He is currently the Workers’ Compensation Program Manager for the California Joint Powers Insurance Authority, a JPA which provides risk management services to over 100 public agencies throughout California. Jeff has previously worked as a workers’ compensation claims examiner, supervisor, manager, excess specialist and independent auditor. He obtained a Bachelor’s degree in Criminal Justice from California State University Sacramento and he holds multiple industry designations including Chartered Property Casualty Underwriter, Associate in Claims, Associate in Risk Management for Public Entities, Associate in Risk Pool Management, and Certified Professional Disability Manager.

Jeff was elected to the PARMA Board of Directors in 2012.

Larry has been in public agency risk management since 2005.  He is currently the Safety & Risk Manager for the Padre Dam Municipal Water District in Santee (San Diego County) and is responsible for all safety, workers’ compensation, liability, insurance, wellness, ADA and contract issues.  He was previously with the City of La Mesa for six years (Risk Manager) and the County of El Dorado for four (Sr. Risk Mgmt. Analyst).  He obtained his Master’s degree in Business Administration from Santa Clara University and holds the Associate in Risk Management designation.  Larry was the Chapter Chair for the San Diego / Imperial Valley Chapter of PARMA for three+ years prior to joining the PARMA Board in May 2017.

Karen manages the risk management division of CharterSAFE, a JPA that specializes in insurance and risk management services for charter schools throughout California. Karen started her public agency risk management career in 2005 working for the state of California where she served as the Claims and Insurance Manager for the Department of General Services.   Prior to working for the state, she spent 20 years as a commercial insurance underwriter working in the private sector.  Karen served as the Chapter Chair for the Sacramento Chapter of PARMA. She was elected to the PARMA board in 2015.

Paul Zeglovitch has spent over 25 years in the liability claims and litigation management area.  After working for two major insurance carriers and then Carl Warren & Co.’s public entity effort, he was hired as the Liability Program Manager for the California JPIA, a risk pool with well over 100 public entity members.  At the CJPIA Paul is also involved in the Authority’s extensive risk management efforts.  Paul was the Chapter Chair of the Southern California Chapter of PARMA for three years and was elected to the PARMA board in February 2017.  Paul holds a Bachelor in Science Degree from Buffalo State College and the Associates in Risk Management designation.

Steve has over 20 years experience as a Risk Manager. For the past 12 years, Steve has served as the Risk Manager for the City of Fremont where he is responsible for workers’ compensation, general liability and the tort defense programs. Steve has served as the Chapter Chair for the Bay Area Chapter of PARMA for four+ years prior to being elected to the PARMA Board in 2019.

Tanesha has served in the public sector for 19 years as a Human Resource (HR) professional and transitioned into HR/Risk Management over the last 11 years. Tanesha is responsible for all personnel administration, training/development, liability/property insurance, safety, workers’ compensation, and risk management of the Madera Irrigation District. She earned her Master’s degree in Business Administration emphasizing HR Management at the University of Arizona GC, and her Bachelor’s degree from California State University, Fresno.  She has served on the ACWA JPIA Risk Management board for 5 years now working to improve Safety and Loss Control Programs throughout the Association. Tanesha has been very active within the Central Valley Chapter of PARMA over the last 11 years holding positions including: Steering Committee, Secretary/Treasurer and most recent Chapter Chair for 5 years prior to her election to the PARMA board in 2021.
