Our panel of experts will discuss employers' obligations to provide site-specific COVID-19 prevention programs, safe working conditions and face coverings. Our panel will also discuss outbreaks at the worksite, COVID-19 testing, record keeping and public health department notifications. Speakers:  Christine Baker – BakerWelsh Christine is a management consultant in the area of healthcare, workers' compensation, health and safety, and other labor management related issues. Christine recently left the Department of Industrial Relations, where she served for over seven years as the Department's first woman Director. Before being appointed by the Governor in 2011 and unanimously confirmed by the State Senate Rules Committee in 2012, she served for two decades as Executive Director of the Department's Commission on Health and Safety and Workers' Compensation, where she directed much of the research that supported her spearheading of the passage of SB 863, the landmark workers' compensation reform legislation that has reduced premiums overall by 37%, increased benefits to injured workers, and wrung over 10 billion dollars of excess cost out of the system. Renowned for her ability to bring labor and management together to effect reforms that benefit employers and employees alike. Ms. Baker earned a master's degree and advanced to Ph.D. candidacy at the School of Education, University of California, Berkeley, before leaving academia to take a position at the Department of Industrial Relations. She currently serves on the Fraud Assessment Commission, a part of the California Department of Insurance, having been appointed by Governor Brown in January 2019.   Faith Borges – California Advocates Inc. Faith is a Legislative Advocate with the firm California Advocates Inc, where she provides professional advocacy services before the legislature and regulatory agencies, focusing on the firm's insurance, public entity liability and business management clients. Among her esteemed clients, Faith has proudly represented CAJPA for the last four years. Prior to her current role she worked in the State Capitol as a Legislative Director. With experience serving for years in both houses of the Legislature, she is a policy and strategy expert. Faith earned her Bachelor of Arts degree in Political Science from the University of California Santa Barbara and went on to become a California Senate Fellow earning her graduate certificate in Applied Policy and Government from Sacramento State University.   Len Welsh - BakerWelsh Len served as the Chief of Cal/OSHA for over eight years and then as the Acting Chief Counsel for the Department of Industrial Relations. He is a consultant to the president for Workplace Safety at the State Compensation Insurance Fund and is a Principal Consultant with Christine Baker at Baker& Welsh, LLC.
