Ben C. Francis Risk Management Education Fund

This scholarship program is dedicated to Ben C. Francis (1931-2008) one of the founding members of PARMA.

In 1974 Ben Francis, along with other prominent risk management professionals began efforts to form a risk management association. On October 24, 1974 bylaws for the Public Agency Risk Management Association were enacted.

PUBLIC AGENCY RISK MANAGERS ASSOCATION
BEN C. FRANCIS RISK MANAGEMENT EDUCATION FUND

The PARMA Board of Directors established a scholarship program for public entity employees. Specifics of  the program are as follows:

ELIGIBILITY

Any employee of a member public agency pursing an Associate in Risk Management (ARM), Enterprise Risk Management Professional (ERMP), Associate in Risk Pool Management (ARPM) or Risk Management for Public Entities (RMPE) shall be eligible. To qualify for reimbursement the application should be submitted either prior to or during enrollment in the class. Payment for previously completed course work will not be part of the reimbursement program. The program must be completed within five years of approval of the scholarship award.

REQUIREMENTS

Complete the bottom portion of this form and submit with:

  1. a written sponsorship statement by a representative of a PARMA member agency (send separately)
  2. a statement of your ultimate goal(s) in the field of risk management (provide below)
  3. a description of your participation in PARMA, including at the local Chapter level (provide below)
  4. any other related experience or information you may wish to submit in support of your scholarship request (provide below)

SELECTION PROCESS

A three-member committee, appointed by the president of PARMA, shall select the candidate(s) to be

awarded a scholarship. This selection shall be based upon the candidate’s statement of his/her ultimate life goals in risk management and other related information. No member of this committee may be a sponsor of a candidate, nor may a committee member be a representative of the same public agency of a candidate. One of these committee members shall be an Associate Member of PARMA. 

SCHOLARSHIP AMOUNTS

Up to four scholarships may be awarded each year. Payments of up to $500 shall be made upon evidence of successful completion of each of the national exams for each of the part(s) of the courses leading to the designation. Copies of expense receipts for class tuition, books, and exam fees should also be submitted. Actual reimbursement will be based on receipts submitted and will not exceed $500 per course. Expenses reimbursed by applicant’s employer are not eligible for additional reimbursement from the Fund. The PARMA Board of Directors is excited to let everyone know that in response to input and dialogue from our members, including Platinum Sponsors, business partners and exhibitors, past officers, chapter officers, board members, and industry professionals, we have developed a strategic plan.
 
A careful and thoughtful introspection was completed to identify and analyze our mission, identity, value to members, and overall structure. Every model was considered and evaluated. Specific strategies were then selected to identify PARMA’s long-term goals and objectives and to build an infrastructure for growth and development which can be used as the roadmap to achieve a successful future. We looked at everything.
 
The PARMA Board of Directors overwhelmingly believes our efforts are helping to preserve, build, and grow PARMA.
 
As a first step, we are preparing a request for proposals to hire PARMA’s first Executive Director. This person will provide a continuity of operational management that will ensure the programs and services PARMA offers will maintain the high level of excellence our members should expect.
 
As we move forward, we are working toward providing more support to strengthen chapter operations, and by unifying and enhancing the PARMA member experience throughout California, we ensure financial integrity and security for the next 40 years.

The California Joint Powers Insurance Authority 
(California JPIA) is one of the largest municipal self-insurance pools in the 
state. Through its programs, it provides liability, workers’ compensation,

training and loss control services to over 120 cities and other governmental 
agencies. 
 
 
Job Title:    Risk Management Program Manager
 
Job Description:
The California JPIA is recruiting a talented professional to fill the 
at-will, full-time, exempt position of Risk Management Program Manager 
(RMPM).  The RMPM will oversee and direct the activities of the Authority’s 
strategic risk management efforts in working with Authority members on a 
variety of issues, including overseeing member action plans, coordinating 
advisement on matters regarding public policy and operational procedures, 
providing guidance on public policy, coordinating presentations to various 
governing bodies, including elected and appointed officials, and leading 
assistance on a wide range of local government operational issues.  The RMPM 
will supervise, evaluate, coach, and monitor performance of assigned risk 
management staff. 
 
An Authority vehicle will be provided to the successful candidate. 
Additionally, the successful candidate will be required to comply with the 
provisions of the Authority’s Vehicle Usage Policy including enrollment in 
the DMV Pull Notice Program.

Job Title: PROPERTY/LIABILITY CLAIMS EXAMINER (P3)
 
Job Description:
Under direction, performs a variety of professional claims review, evaluation, investigation, adjusting, and processing duties in support of the ABAG PLAN Corporation.  Areas of responsibility include, but are not limited to, general liability and first party property claims; collaborates with assigned municipalities on claims, training and related matters; ensures compliance with mandated and ABAG PLAN policies, procedures, rules and regulations; prepares and maintains a variety of claims related documents and files; performs bid comparisons, writes estimates for residential and business properties, solves routine claim problems, organizes work to meet department standards for accuracy and timeliness, manages records system and claim diary systems; and performs related duties as required.
 
DUTIES INCLUDE: (The examples may not cover all duties which may be performed)
 
Receives and reviews incoming claims for sufficiency and timeliness; assesses claim relative to client coverage and validity; ensures claim is properly documented in the claims system
Contacts relevant parties with respect to the claim including client, claimant and witnesses; obtains and documents any pertinent information related to the claim
Conducts investigation into claims allegations by analyzing documentation, visiting sites, taking photographs, and interviewing the claimant(s) and witnesses
Establishes property damage extent and recovery possibilities; determines exposure and advises client accordingly
Sets reserves appropriate for claim and monitors reserves on a continuous basis
Evaluates results of investigation and claims documentation; negotiates and recommends claim settlement consistent with professional practices and ABAG/client directives

Physical Class Physical Class II – Light: Light physical effort which may 
include occasional light lifting to a 10 pound limit, and some bending, 
stooping or squatting. Considerable walking may be involved.

to utilize an alternative method of transportation when needed to carry out

Job Description:  
The experience of the Director of Claims candidate shall include directing
professional and administrative employees involved in the administration of
risk management and self-insurance programs.  Also, the Director of Claims

The Director of Claims position will encompass oversight of both SELF’s
