Catherine is a professor at Bakersfield College, where she teaches the core courses for the Associate Degree in Occupational Safety and Risk Management. She has over 30 years of experience working in safety, risk management, liability, claims, and workers compensation. She has a Bachelor of Science degree in Occupational Safety and Health from Fresno State, and a Master's Degree in Homeland Security Studies from the Naval Postgraduate School. She is a Certified Safety Professional, and has earned the designations of Associate in Risk Management, and Associate in Claims.

Kim has been in public agency risk management for 16 years. Prior to joining the state Kim worked in a variety of assignments for two major insurance carriers . Kim leads a division within the State whose services include insurance procurement, claims adjusting, contract management, consulting, natural gas purchasing and state wide health and safety.

Jeff has worked in risk management for nearly 25 years and has spent over two decades in the service of public agencies. He currently serves as the Workers’ Compensation Program Manager for the California Joint Powers Insurance Authority, a JPA which provides risk management services to over 100 public agencies throughout California. Jeff has previously worked as a workers’ compensation claims examiner, supervisor, manager, excess specialist and independent auditor. He obtained a Bachelor’s degree in Criminal Justice from California State University Sacramento and he holds designations as an Associate in Claims, an Associate in Risk Management for Public Entities, an Associate in Risk Pool Management, a Certified Professional Disability Manager and a Workers’ Compensation Claims Professional.

Karen began working for the State of California in 2005 bringing with her over 20 years of commercial insurance underwriting experience. Karen manages the claims unit that processes the auto claims for the state’s fleet and claims for the Department of Social Services’ various programs. In addition to claims, she oversees the insurance unit that handles the procurement of insurance and development of related programs. Karen served as the Chapter Chair for the Sacramento Chapter of PARMA. She was elected to the PARMA board in 2015.
Larry has been in public agency risk management for 12 years. He is currently the Safety & Risk Manager for the Padre Dam Municipal Water District in Santee (San Diego County) and is responsible for all safety, workers’ compensation, liability, insurance, wellness, ADA and contract issues. He was previously with the City of La Mesa for six years (Risk Manager) and the County of El Dorado for four (Sr. Risk Mgmt. Analyst). He obtained his Master’s degree in Business Administration from Santa Clara University and holds the Associate in Risk Management designation. Larry was the Chapter Chair for the San Diego / Imperial Valley Chapter of PARMA for three+ years prior to joining the PARMA Board in May 2017.

Chuck is the Risk Manager for the County of Ventura and has worked in the public sector for 18 years during two stints with the County. He started his career in occupational safety and health and liability claims and litigation. He left Risk Management to practice law in insurance defense and medical malpractice defense for 15 years. He returned to the County of Ventura as Risk Manager in 2006. He earned a Bachelor of Science degree in Health Science from California State University, Northridge and J.D. from Ventura College of Law. For “fun,” Chuck served with the Los Angeles County Sheriff’s Department as a Reserve Deputy and Search and Rescue Civilian Volunteer for 35 years, hanging up his carabiners in 2017.

Paul Zeglovitch has spent over 25 years in the liability claims and litigation management area. After working for two major insurance carriers and then Carl Warren & Co.’s public entity effort, he was hired as the Liability Program Manager for the California JPIA, a risk pool with well over 100 public entity members. At the CJPIA Paul is also involved in the Authority’s extensive risk management efforts. Paul was the Chapter Chair of the Southern California Chapter of PARMA for three years and was elected to the PARMA board in February 2017. Paul holds a Bachelor in Science Degree from Buffalo State College and the Associates in Risk Management designation.
