Overview
Under the general supervision of the Associate Director for Environmental Health & Safety, this position provides overall coordination for risk management, insurance service, and claims management. The position is directly responsible for coordinating Fresno State's compliance with Executive Order (EO) 715. The primary purpose of this position is to participate in and provide program management in the areas of claims management, accident investigations, and loss prevention or insurance and risk management consultation. Work performed requires application of accepted liability claims or multi-line commercial insurance/risk management principles and techniques, and use of sound professional judgment.
Position Summary
- Develops special programs and performs research studies for more effective claims management and insurance procurement or loss control;
- Reviews results of claims and accident investigations and makes recommendations to appropriate management for settlement and file conclusions and possible policy/procedure changes;
- Manages the University's defensive driving program;
- Monitors outside contractors for compliance with University claims, insurance, and loss control requirements;
- Advises departments on contractual risk transfer requirements for all types of professional and non-professional service contracts and commodity purchases;
- Works cooperatively with senior campus leaders and various confidential analysts on contractual language and risk transfer and risk management;
- Coordinates the handling of most of the University's personal injury and property damage claims, both for and against;
- Provides subrogation services for recovery of losses that result from damage to the University's buildings, equipment, and vehicles;
- Provides review and compliance evaluation for events that fall under the University's alcohol policies;
- Provides consulting advice to University departments on a wide array of risk management related issues;
- Monitors loss control evaluations and loss reports conducted by the Program Administrators and others on contract with the CSURMA.
Qualifications
Knowledge of:
- Principles of claims management.
- Tort liability law
- Contractual risk transfer techniques.
- Principles of loss prevention and risk identification.
Ability to:
- Exercise sound judgment in completing assignments.
- Work cooperatively and confidentially with the Vice President for Administration and various
confidential analysts on drafting memoranda of understanding (MOU's) and contracts.
- Communicate orally in the English language with faculty, students, staff and the public using
a telephone and in group and face-to-face, one-on-one settings.
- Operate a computer using Microsoft software and operating systems.
- Produce documents written in the English language using proper sentence structure,
punctuation, grammar, and spelling.
Additional Requirements:
- This position requires the infrequent use of personal or University vehicles on University
business. Individuals must be capable of operating the vehicles safely, possess a valid
California driver's license, and have an acceptable driving record. Use of a personal vehicle
for University business will be prohibited if the employee is not authorized to drive a
University vehicle or if the employee does not have personal insurance coverage.
Minimum Experience & Education:
- Three years of progressively responsible claims management, multi-line commercial
insurance procurement, or risk management consulting experience, and a bachelor's
degree in risk management, business administration or a related field. Other combinations
of experience and education that meet the minimum requirements may be substituted.
- A professional certification as Associate in Risk Management (ARM) is preferred.
